OUTLINE 1. Objectives The Transnational Doctoral Programs for Leading Professionals in Asian Countries aim to offer doctoral degrees to government executives or individuals serving in equivalent leading positions of Asian countries who already possess a master&#8217;s degree and wish to continue their studies by providing a quality education program which combines education at Nagoya University (NU) Asian Satellite Campuses conducted in collaboration with NU’s main campus, and short-term intensive academic activities at main campus in Japan enabling students to continue their carrier in the current posts while deepening their knowledge and experience. 2. Eligible Applicants and Countries Eligible Applicants: senior officials of governments, faculty members of universities or individuals serving in equivalent leading positions in the countries below.※ “individuals serving in equivalent leading positions” may include senior staff of international organizations who shall be staying to work after finishing this program in the same country as they applied. Eligible Countries: Mongolia and Uzbekistan (2 countries in total) 3. Admission Openings One or two in total. 5. Details of Curriculum Basic ConceptsThe curriculum is suitable for nurturing national leaders in various fields, providing day-to-day remote research guidance through active use of Information and Communications Technology (ICT). There will be fixed schooling sessions consisting of intensive lectures, seminars, research guidance, and thesis writing guidance on NU’s Japanese domestic campuses, and research guidance at the Nagoya University Asian Satellite Campuses. Requirements for Doctoral ThesisThe doctoral thesis must meet the following criteria. Contributes to the discovery and resolution of theoretical and practical issues in the field of educational studies or psychological studies. In the Department of Educational Sciences, two degrees are offered: the Ph.D. requires theoretical application and development, while the Ed.D. requires a practical resolution to an issue in education. In the Department of Psychology and Human Developmental Sciences, the Ph.D. is offered. Presents analyses of relevant research trends and frameworks, and develops arguments based on Japanese or English sources. The reason for this is that the academic advisor may not be able to adequately assess the substance of the arguments included within the dissertation. States a research question, addressed in the thesis in a well-argued and well-structured manner. Demonstrates originality. Program Duration / DegreesIn principle, the duration of the program is three years in the Ph.D. or Ed.D. program, and the student must submit and defend a doctoral dissertation in English or Japanese under the supervision of his/her advisor. The student who obtains credits and pass the examination of the submitted thesis conducted by his/her supervisory panel will be granted Ph.D. or Ed.D. in Department of Educational Sciences, or Ph.D. in Department of Psychology and Human Developmental Sciences. In the Department of Educational Sciences, the applicant shall theprogram for either the Ph.D, or Ed.D. upon application. LanguageLectures, practice and other guidance will, in principle, be conducted in English and/or Japanese. 6. Commencement of the Program October 2024 II. APPLICATION GUIDELINES This program offered by the Graduate School of Education and Human Development, Nagoya University, aims to develop human resources for quality education and promotion of societal welfare. The program offers doctoral degrees to senior officials of governments, faculty members of university or individuals serving in equivalent leading positions within other influential organizations, who already possess a master&#8217;s degree related to educational sciences or psychological studies, but wish to further their credentials, or deepen and theorize their knowledge and experience gained within their current positions. 1. Fields of Study Department of Educational Sciences (Ph.D. or Ed.D.)Department of Psychology and Human Developmental Sciences (Ph.D.) 2. Eligibility Requirements Persons who meet all of the following conditions: Persons who have a minimum of three years of experience related to educational policy-making within government, university, or equivalent institutions. Persons who possess a letter of recommendation from their employer or director of affiliated organization. Persons engaged in an occupation or a role related to policy-making for the advancement in education or human development fields within their nation, and who have the potential to integrate their knowledge and experience in the form of a doctoral dissertation. Persons who have been awarded a Master&#8217;s degree or professional degree by a Nagoya University graduate school or a graduate school of another university. Persons who have written a Master’s thesis in English or Japanese. In case of written in another language, an additional article published a first-authored in English or Japanese is needed. Persons who have already achieved significant progress in an on-going research project or who have conceptualized a purposeful and feasible research plan. Research topics and plans must be within the interests and capacities for providing guidance of our current faculty. 3. Scholarships (Schooling) This Program offers learning support as detailed in (1), (2), and (3) below for the fixed learning (schooling) periods on NU&#8217;s Japanese domestic campuses. (1) Scholarship (expenses during stay): The scholarship will be paid based on the Scholarship Payment Guidelines for the &#8220;Transnational Doctoral Programs for Leading Professionals in Asian Countries&#8221; (2) Scholarship (travel expenses): Nagoya University will provide an economy-class airplane ticket (return) from the international airport nearest the student&#8217;s home address to Central Japan International Airport for students visiting Japan to take part in schooling. (3) Accommodation during stay: Accommodation for the duration of each intensive supervision seminar in Japan will be provided for the student. (Utilities shall be paid by the student). (Note) A scholarship will be terminated if grantees fall under one of the following circumstances: If it becomes definitive that the grantee will not be able to complete his/her program within the standard duration of studies because of his/her poor academic achievement or suspension. If he/she is provided with another scholarship (except scholarships designated for research expenses). If he/she is enrolled in another Ph.D. course of other institutions. If a request is received from the government and/or other state institution of the grantee&#8217;s home country for termination. In addition, grantees who continued receiving stipend despite one of the mentioned conditions may be required to return the money received during the period in question. 4. Tuition Fees, etc. This program does not require students to pay application, admission and tuition fees for the standard duration of the program. 5. Application Documents All documents for application should be typewritten or neatly written in block letters in English or Japanese and should be sent to the office. In the event that certificates, transcripts and other documents are in a language other than English or Japanese, a certified translation into one of these two languages must be attached. Depending on the domestic jurisdiction in each participating country, it should be certified by a notary, school official, or other relevant official. In addition, other research papers and documents published in either English or Japanese, including the cover page of publication in which they appear, can be submitted. Copy of Passport with photograph Letter of recommendation from employer or director of affiliated organization (specifying term of employment and sealed by employer or director) *1. The applicant can include supplementary materials in support of their application, as described below: Copy of publications related to the research proposal (academic or professional article). Personal Information Protection Policy Any information regarding individuals which has been obtained in the course of invitations for applications or from details contained in application documents shall be used for the purpose of notifications concerning the application in question, entrance examinations, announcements of results of entrance examinations, enrollment procedures and any other items subsidiary to those situations. Regarding the clarification of the scope of control for “deemed exports” under the Foreign Exchange and Foreign Trade Act (“FEFTA”) In November 2021, in accordance with the clarification of the scope of control for “deemed exports” under the Foreign Exchange and Foreign Trade Act (“FEFTA”), some provision of sensitive technology to faculty members and students by universities and research institutions has become subject to control under the FEFTA.
